Why do this?

When the retaining wall was being rebuilt on the side of unit 180 in 2019, landscape timbers were placed in unit 181's reserved parking space. Later, a pile of dirt (sand?) was dumped in the same place for over a month. As you can see from the photographs below, there were plenty of other places to put this dirt.
Yes, unit 181's owner at that time was a former board president, and while you may disagree with her decisions, these actions accomplish nothing.

What was the point in doing this?

August of 2019: landscape timbers were placed in unit 181's assigned place. Clearly, other places were available.

September of 2019: a pile of soil was placed in unit 181's assigned place for more than a month. As can be seen in the right-hand side photograph, there was enough room for a pickup truck with a trailer. The left-hand photograph shows where the unit owner usually parked her car because her reserved spot was no longer available. Piles of rock, soil, or the timbers could have been placed elsewhere.
